5.3. Current Use of the "Kabarole!" Software Application Product
"Kabarole!" was installed with data entry forms for the monthly summary reporting with the central national reporting form MF77. The statistics office receives monthly reports from the health units, enters them into "Kabarole!" and prints the summary reports for the national level. Recent conversations with members of the district health team revealed, that the data are not used any further yet. Use at the management level is not existent, neither are compiled data sent back to the health unit level. The reasons for this can not be assessed from the distance. It can be assumed, though, that the implementation phase of the systems engineering project was to short. Only techniques for maintaining and data entry were introduced. A more sophisticated use of data can not be expected by simply providing the tools and pointing out the potential use, but has to be introduced carefully into the overall context of the district health team.
However, remembering the fact, that not even the monthly summary reporting to the national level has been done sufficiently, the current use already means an improvement.
