3.3. Evaluation of the Health Information System

The results from the systems analysis form the basis for the evaluation of the current information system. Since the aim and objectives of this thesis were formulated broad based, also the focus of the systems analysis and their results can be expected to be broad based. The qualitative assessment methods for the systems analysis, which are proposed in section 3.2.4. "Assessment of the Objects of Interest", can obviously only provide qualitative results. The evaluation can therefore only produce qualitative statements, which are broad based. These statements have to identify opportunities for an improvement of the current information systems. The evaluation has to consider the results from the systems analysis, but also experiences of the author of this thesis with regard to the usage of computers. After identifying the opportunities, suggestions have to be made how to seize the opportunities. For these suggestions it has to be respected, that the health information system should be an integral part of the district health system, which itself follows the idea of the primary health care approach. Activities towards an improvement of a health information systems must therefore be considered as primary health care interventions as well. As any primary health care intervention, the suggestions for an improvement of the health information system must also respect the seven principles of primary health care (compare section 1.1. "District Health Systems Based on Primary Health Care"). Special recognition must be given to the integration into the national health system, to the affordability for the district health team and to the orientation towards the targeted level. The involvement of other health related sectors is very interesting in the discussion of a health information system as far as the information exchange between these sectors is concerned. This question definitely goes beyond the scope of this thesis, though. The remaining principles play a more peripheral role.
