4.3. Evaluation of the Health Information System

After the systems analysis was completed, opportunities for an improvement of the existing health information were specified. These can be found in annex R "Report: 'The Kabarole District Health System - Description, Opportunities and Suggestions for Improvement'", chapter 2. "Opportunities for Improvement". Just like the results of the systems analysis, the opportunities were arranged according to the multi level model for the description of information systems (compare section 2.3. "A Multi Level Model for the Description of Information Systems"). As proposed in the methodology in section 3.3. "Evaluation of the Health Information System" the evaluation considered the results from the systems analysis, but also experiences of the author of this thesis with regard to the usage of computers. Some opportunities were already obvious before even the systems analysis started, or were mentioned explicitly by staff members. Of course the opportunities must be seen in the scope of the systems analysis. They are therefore far from being complete with regard to an ideal health information system.

After the opportunities were specified, suggestions were made, how these opportunities could be seized. Eight suggestions were made and matched to the opportunities (compare annex R, chapter 3. "Suggestions for Improvement"). For the suggestions applies the same as for the opportunities. They are far from being complete with regard to an ideal health information system. Due to the pragmatic orientation of this thesis the suggestions were made with regard to a foreseeable pragmatic relevance.
